One hundred percent, it's Monica or even Monica and the doctors working together to euthanize those for whom the disease has gotten bad enough that they can't fathom living on anymore.

Like the prayer position, that's to indicate they're asking for salvation, which indicates they've got the disease and it has progressed to the point where they know this is pretty much the last movement they can make to indicate getting someone to end it for them.

Not so sure it's Monica, but I do agree with the idea that the victims were likely asking for salvation from their circumstances. They died in that posture not because they were posed, but they were praying when it happened. Maybe even giving thanks for being released.
