Kids, no, not at all, more like teenagers already on the upper range of that age group.
Also, the Japanese start the third year of high school when they are already 17 years old, so they become 18 years old when the third year is still ongoing, for example, Nemo has her birthday pretty close to the start of the school year, so that is why she bought that eroge (pornographic adult game) on physical format on a physical store without issue, but Mokocchi could not do it because she was still under 18 years old, Mokocchi is the opposite, her birthday is pretty close to the end of the school year.
So that means both Futaki and the guy were already 18 years old and were not using their uniforms or identified themselves using their student card, so all okey for the rules of the love hotel.

In addition to what this guy said above, afaik there are hotels with automatic reception for anonymity. They most likely still monitor it and won't allow obvious children there, but teenagers are ok

I love seeing the side characters fleshed out more. WataMote is really top tier in this regard; while some readers seem to take the position that "when Tomoko isn't on screen, the other characters should ask 'where's Tomoko?'", but I love how it's become an ensemble title and other characters are just as interesting.

Seeing more of Futaki is always a treat, as she's as weird as anyone else, yet not any kind of failure as a result. She's living life without regrets.

Koharu is basically nothing but internalized regrets, but we definitely got to see her cute side here. It's hard to wish ill on her at this point despite her personality.
