Why is this Tagged with Genderswap?

This an adorable yuri magical girl oneshot... but I don't think it counts as genderswap, I think both characters started out as girls, turned into magical girl/monster girl, and then back into girls.

If I had to guess, the person tagging misunderstood the design of one of the characters in a panel or two and thought they were a young boy initially instead.
