Geuru is 24 years old! He's the same age as Ran and Sihan. Doeon is a year younger.

It's actually very common for men in Korea to enter university at 18 and then serve in the military the following year. This is done so they can guarantee a spot in uni (it would be harder to pass the exams after almost two years of no studying), and so that they don't have to serve it when they graduate (it would be harder to find a job bc of the 2-year hiatus in experience).
Thus, as shown in chapter 20-21, Geuru had to move in with his mother again in his senior year of HS and move out again to live with his grandma around 3 years after that (one year of uni + two years in the military).

Maybe you are finding it weird because a lot of k-pop idols postpone it to the max! For them, it's better to do it much later because the group tends to be less active as they age. Since they have to enlist until they turn ~28 years old, they push it until then to not lose the "golden era" of activity (when they are 20-25).
