The one guy. In the entire company who we know to have visited Sey previously. And who could therefore recognize the scar, although he's currently just suspicious, not certain about it.

Threatening someone to keep their mouth shut without knowing if they know anything. For all she knew our MC was never customer of kiss room and had seen that scar for the first time

The only real reason I can think of that is that a) She's now very paranoid about anyone knowing about the scar b) She's quite annoyed due to sleazebag lawyer staring her up, so she's taking it out on him.
You know the only way their situation (Sey and secretary) could've gotten worse ?
If sleazebag and MC were friends. And that he would brag about seeing Sey's tits and mentioning the scar and his brief suspicions. Sleazebag is already investigating her, so a lead would help.
The blackmail would happen within days at most. There's still the chance that Sleazebag's informant could find about her time as Sey without the lead, but it'll be a lot quicker.
Alternatively, sleazebag finds out about secretary first and blackmails her first.
So to summarize, secretary through excessive means pretty much created an enemy of the only person within the entire company who's willing and already prepping to deal with their common enemy.
The only question now is whether sleazebag blackmails them first, MC gets rid of his evidence, possibly even somehow getting him fired for other deeds or blackmails the duo first.
And as much as I hate sleazebag, i'm actually undecided on whether secretary deserves to be his playtoy before MC strikes. Sey though ? She's offlimits, and she's only been haughty so far, not actually started the conflict.

@Robbini @dragonmaou I think you misunderstand. I think the girl didn't not send her secretary to threaten him. She doesn't know and probably doesn't even know her top was removed.
