Anyway, so that's what he meant, it probably has something to do with his thought of some being railroading the plot to some extent to make sure it doesn't completely get off the rails right? Rather than making that hypothetical being make a new threat if he block the main plot's threats in advance, he would try the approach of waiting for the threat to occur and then stop it so a new threat won't appear to counter him.
