I'm... Not sure what the message here is?
Seems like an argument against pesticides... But last panel sure wants to talk it down.... Then again it's only one panel

It was bringing up the dangers over reliance on pesticides, but was playing it up as if the US was being irresponsible on purpose. While some farms were irresponsible, there was still a proper way to use pesticides, and clinging to the past of letting predator bugs eat the pests is not scientific and unhelpful in the growing world.

@T3Deliciouz @Gammatelier Well, this is fairly old. The idea that there are ways of controlling pests without pesticides was not mainstream in the first world at the time. So, if the problem is too much pesticides (not to mention herbicides), just not using them wouldn't have seemed realistic. That leaves "responsible use" . . . which was never going to happen and has receded ever further since then, especially on the herbicide front, with the main genetic modification on GM crops being resistance to herbicides so they can spray three times as much.
Also, back then nobody had yet noticed that bees are insects, because they hadn't yet started dying en masse . . .
