Dear god, I wish that they had an English proofreader or something. I hope the TL improves in the future, but I'm going to guess it doesn't.
That said, it's really fucking weird that they make this to be a whole big affair. China still has rural people living out in basically the wild where there aren't even villages. Sometimes those people are just born in a hut somewhere and there's no ID, no paperwork, no family registry. It's not common, but it does happen. And there are government offices that handle this shit.
All it would take is to go to whatever Chinese ministry handles this and tell them this chick was born out in the middle of nowhere and her parents died and she, of course, has no papers, no ID, no family registry because of that reason. It would hinge on her keeping in the act, but you could also play off her lack of education about modern life with her being born in the rural middle of no where.
