I think it works well for being a scenario proof-of-concept. Think of how many times you've started reading a serialization where chapter 1 feels like you're re-reading the oneshot. Here we're just introduced the setting, the baseline plot premise, and how a few of the main characters interact. With that out of the way, the series proper can come in in a more fleshed out fashion and not feel like it's retreading what came before it completely.
