Things turned out to be so fked up 
So, the thing about women being sacrifices to the Emperor was actually that they are possessed by the yandere Goddess Kratos when: 1) they reach the age 14, 2) lack (abundance?) of magical power. And so, in self-defense, the Emperor ended up killing them every time, all the time. The consequence is then he can't fall in love, lacking the bitchies.
That brought up a question, then: why don't he just outright reject all the proposals coming his way? What the curse is exactly about? If it's about the Goddess being yandere, isolating himself from girls should be enough, no? Instead, he put up the restriction of being able to see Rave (and being under 14).
