Shouldn't this be renumbered in a way it shows up at the right moment? As it is now, if someone walks across this series they will read this first and understand nothing. And maybe by the time there is something to understand, they will have forgotten about it. And if someone decides to skip it assuming it's a special, they will read it last, or at least not at the moment they should. It should be something like 22.1 or 22.5.
