This kind of relationship, while seemingly fine on the surface, is usually not sustainable in the long run. Eventually, their non-compatible wants will come to a head and it will all come falling down. They really need to have a conversation about it soon, as difficult as that may be based on what we've seen of their personalities.

You have to critique what they are doing within their respective systems of preference. Each person has made his-or-her desires clear. He doesn't want romance; she would not not be okay with parting ways, even though she wants but does not get romance. Attempted renegotiation at this stage would either result in a maintenance of the status quo or end the relationship. The time for renegotiation is when one of them changes how he-or-she feels. If the relationship is inherently self-destructive for one or both of them, then they don't need a conversation; they just need to quit.
