As a French with a recurrent and autistic urge to eat hundreds of crêpes, I really don't see how a cold bowl of water is gonna help to mix cold batter of flour, eggs, sugar, and milk/water.
You gotta do it little by little, mix the eggs with a portion of the flour on the side of the bowl, then you grab more and add milk when you encounter resistance, to always get the final consistency you need, some clear but slightly thick batter.
And to mix, the move is all in the wrist, that the forearm will follow. It works for handjobs too! Rookies move the arm and keep the wrist fixed, when you should worry about the contact before thinking about amplitude
