It's indeed his hobby and his view of life itself, but the reason he started to cosplay as someone else (disguise himself) was to mask his real identity from any observers. Since Cecilia is worried about foreign nations, or other potentially hostile agencies, recruiting Youki, this sort of chuuni behavior and outfit, even if it stands out, could be better than a more neutral one. If you were a clandestine recruiter, would you want to hire a chuuni or someone more serious?
