Thank god due to whatever blessing I received at birth that I don't have to deal with hangovers. I get to be that asshole who wakes up the next day after a party and piss off my friends by being loud while enjoying breakfast (in the afternoon).

I like how they sidestep the underage drinking of the twins by pretending it was the food that they overate lol
Couple of things:
  • The minimun age for drinking is a modern thing, so it may not fully apply for fantasy/medieval settings
  • They're of a different race, which means different body composition, reaction and development; since they're kinda que equivalent of fairies, it's far more likely that they're fully or almost fully developed already and, like a memeber of the fae, won't age beyond a certain point.
  • Continuing from before, whilst they may get hangovers, it's possible that alcohol won't harm them the same way it does for human children; just look how the cat and the dragon are having the same reaction as them.
  • Ever been to a heavy party? I've seen people not drink a single drop of alcohol and still get "hangovers", mostly in the shape of body exertion from eating/dancing/partying too hard and too late, just like how some people like to game till late night and wake up feeling like shit afterwards.

Oh I know all that but Japan has laws that prohibit underage drinking being shown (Even in manga) as far as I understand.
