Depends very heavily on the region. Friends of mine from Tunisia and India don't wear any hair coverings, while for example in Saudi Arabia, Afghanistan and Iran it is mandated by national law.
So not that clear cut.
If you specifically mean the face covering, I know that it is mandatory at least in Afghanistan under the Taliban.
