Honestly he will never learn because he keeps getting away with it. There needs to be some consequences for his actions so he can stop annoying people (and readers). Those empty threats really arent doing it for him.

Being annoying is kind of a tank's job.
Also, not annoying other people is for when the relationship is good. Not in the "threaten to smash you with a hammer" stage of relationship.
