It's not entirely true to say milk is an oil, but it has a lot of fat and oil in it.
No, it doesn't, unless it's milk from quite an exotic animal, like some sea mammal. Raw cow milk typically has a maximum of 5% of fat. I guess it depends on the country, but where I live, the fattiest cow milk commonly sold in grocery stores has 3.5% of fat.

Whether "160 times more fat than Coca Cola" is a lot, dumping a whole carton of it into the bathtub would leave a thin layer of fat/oil residue if not cleaned properly. That was my point.

Also possible that, like notKaosu said, the brother was storing oil from something else in there (this could be common enough for the joke to land in Japan, or maybe it was supposed to be out of left field, couldn't say) My assumption is that it's just a quirk of the translation and the brother pointing out there's oil and fat in the milk.

No, it's definitely the brother storing used oil in the carton. The fat in milk isn't actually free in it, it's bound by various proteins, such as casein. Homogenisation (in commercial milk) further mixes the fat more evenly within the bulk of the liquid. This means milk won't so easily leave behind the kind of greasy film you described.
