its a nice hook for a rescue/revenge chapter but doesn't make sense, 29 chapters we had no tourists and now suddenly we do. and without phones for keeping contact, it's nonsensical writing. in a realistic scenario building cell phone towers in allied territories would be a requirement before they allow tourism. but even without them, alerting and evacuating their citizens is as simple as a loudspeaker on a chopper above the allowed tourism towns.
