so I have known parents that give unrestricted cell phones and tablets to their kids.
And then recently found out that my sister does the same thing for her 2 year old son. Her husband restricted the devices for a child use and does his best to ensure the kid isn't using the devices all the time but my sis spoiled her son terribly, so his best ain't enough.
