In this entire thread, you seem to be the only person who's exactly realized (or at least specified) the reason Etna has received this kind of treatment. I'm not sure what's stranger. The powerscaling? That there's people that exist capable of soloing nations and no one has made any form of protocol to deal with them yet—citizens can only watch as these people guilt free announce their crimes.

Or the fact that they pretty much made an entire volume of the story feel pointless. Like, they made the whole promotion exam feel like such a big deal only for them to basically shrug when the perpetrator walks in front of their door.
