It wasn't clearly stated, but I interpreted what was implied in the story as, in Dad's quest to become human, he tried to transfer his power to Tiggy, leading to him able to transform for a while, but it was just temporary. The power came back to Dad after a while (or he might never lose it at all and hence didn't show up to Mitsuki during the period that Tiggy had the power)
