Man, I really wasn't paying attention to that part. Maybe it was a mistranslation? Like it's 1990 instead of 1890.

It's a typo. The raw shows 1980 as the year the building began construction, not 1890 (makes sense given it's the current Tokyo Metropolitan Police Department building, which is very much a modern building and not 100+ years old).

I also want to note that the proverb 触り三百 (Sawari sanbyaku), which is mistranslated here and in Ch.108, is not "Touch and three thousand," but "Touch and three hundred," and refers not to modern Japanese yen, but the obsolete units of currency mon/monme. It is quite an old proverb, possibly from the Edo period (1603-1868), during which 300 monme appears to have been a customary amount for an adultery settlement, which would explain the reference to touching. Furthermore, 300 mon/monme would have been equivalent to approximately 5-6 ryo of gold, enough to feed a man for maybe 5-20 years - a far larger sum of money than a mere 3000 yen, which would be about $30 USD at most.
