Them being suspicious ended up just hurting their chances, in the end. There was no disadvantage to just summoning the damn thing, so why the hell not? They could've at least explained their reasoning beyond "this seems fishy," it's the goddamn ocean so no shit! Here's your fuckin' fish, too bad you decided not to just fly over them, morons!

Having a hidden weapon is always nice if you can afford to do so. I'm thinking that if they summon it early on, assuming they don't get air quest & every flow like now, they would not be on board the regular ship & the sky reaching leviathan would reach up, destroy the air ship & they would have the not-so-great ship as back up.

I mean, that thing control weather. Having bunch of firepower soak by the ship provided by the mission is better than the airship being consumed.
