Dude's name is Inukai, an upper classmate in the school. He's a playboy and was one of Agawa's sex friends. That relationship soured due to him being obsessed in having raw sex with Agawa since he loves creampie finishes. From what I remember, he disappeared from the story around volume 2 until recently with a new goal in mind: to bang the president.

51.5 is pretty much a refresher chapter for him and the president and a teaser for this arc.
