My guess is that the neighbor was the one that took care of MC after the sister almost killed him, and he forgot.
His head was damaged, so losing memory of her would make sense, but she didn't forget, but I think that becoming neighbors was a coincidence that she took as fate (unless it was on purpose and I forgot the first chapter, gonna have to check it out again).
