yeah so Ruruna's bite absolutely worked, on account of the fact that Wakana cannot remember how she got there, and when she's ordered to sit you get a panel of her eyes going pure dark. It's just that the bite doesn't turn you into a puppet and the commands don't just make you do whatever, they pull whatever it can out of you.

TLDR Wakana desperately wanted someone or something to love that she didn't have to pretend to be a good normal girl for, and when Ruruna commands Wakana to praise her, it immediately pulls that desire out to the open.
