The author wants us to believe that a country were the use of "magic" is prevalent no one thought of making some "artefact" that uses the "magic" to do something?
He was the first ever to think of that and act on that thought?

It's because it's a story meant for entertainment, the genre doesn't matter.
My guess is that it's too much trouble to make smart plots, those authors aren't good enough for us readers. They just want the fame and the quick bucks.

It doesn't matter that it is for entertainment when the plot point the story decides to be held against is non-sensical and should have been basic part of the world building. If you are going to put anything in the story you need to think of the consequences and ramifications of it, even if only to put a lame excuse to why those consequences are not present in the story.
