not pulp, multiple real-life people have survived hits like that, and bleeding from the eyes isn't a good indicator of fatality.

1. because he still has the sense to realize that it's just probably going to fuck up his life even more - like be labelled as national terrorist/most wanted instead of just anti-social - so would just end up fighting the national military or something.
2. it's not really the current government's fault for him being labelled 'anti-social', it's because he fired bullets everywhere when he already won (chapter 253) so it can't be classified as self-defense
