Yeah, Japan is inconsistent. Sometimes they are really accurate with their characters in live action and other times they are not.

I'm going to guess 2 things are in play:

1) I bet there's probably not that many legit half-foreign (at least half-foreign where their non-Japanese half isn't some other East Asian ethnicity like Chinese or Korean that would mean they are not terribly dissimilar from your average Japanese person) actors and actresses in their entertainment industry. I remember one of the more recent Godzilla movies had a character who was supposed to be half-Japanese/half-American and the daughter of the Vice President or something like that. She was played by a totally Japanese actress with just slightly brown hair who couldn't speak English if her life depended on it and it was clear she learned her English lines phonetically or by parroting an English teacher.

2) I get the sense that they don't really want that anyways. Alice is essentially Japanese in everything but some of her appearance. So they probably prefer someone who comes across as Japanese as possible rather than whose difference is obvious. Even in manga, most of the time half-foreign characters tend to basically be Japanese in every way that matters other than perhaps hair or eye color and cute cultural misunderstandings.
