I originally thought it was weird that Cynthia was okay with him crushing all the students, but then I thought about it a little and I think she recognizes that while he wants to crush the students because that is the way the school happens to work she also recognizes that he cares about her and Lilith. Cynthia and Lilith do not see him as just a ruthless and terrible person, but one that has both a caring side and a ruthless side to them and the ruthless side comes out when it needs to. Cynthia also probably recognizes that Weiss needs to be a LITTLE bit more proactive and violent if he plans to protect himself and her in the future.

And he was lead to that moment because of Marie, Marie route pretty much show that he would have been succesful in avoiding changing the story if Marie didn't take Olivia's place and pretty much set her in front of leon's path, Leon snapping on the five idiots at that point he knew the story was already derailed so he decided to enjoy a little out of spite and later tries to Fix it however The idiot insecurity don't allow him to See that he was already in a point of no Return with Livia and Angie
