I was suspicious as soon as she made a ruckus upon hearing he was leaving. I KNEW she was up to no good when it specifically highlighted her during her cleanup as they're discussing their plans (& her appearance in said highlight.)

It MIGHT be a red herring & the ornament is actually just bait for encountering her little sister (or it could perhaps be both, as others have said), but I'd say 80-20 it's a tracker vs. a genuine gift.
