I wouldn't worry about the baby/toddler speech.
It can be done. Some manga do. Some even do it well.
But you very quickly run the risk of making things unintelligible, especially when said toddler starts spouting reams of adult speech and Plot Reasoning.

Too much trouble for a mere character affectation. Same as quite often all the various japanese accents used as "characterisation" aren't translated. Unless it's crucial for the plot/character, it's just flavour.
And really... You'd have to translate Fairy Tail into Scouse to be accurate, and no-one ever wants that... 😋

I still don't understand the father's actions bro 😭
This is just speculation so take it with a grain of salt but I imagine it's something like this. Oh, and spoilers if you don't want the "reveal" to be spoiled for you based on the things we've already seen by my speculation.

Magnolia is likely the villainess of an Otome game with one of the standard backstories. Originally, her father would have had an appointment in the Capitol and would have been too busy to really ever visit home (we learned this from the maids who said the capitol was in turmoil from his refusal) while her mother obviously resents her for some reason, likely that she looks like her paternal grandmother instead of her (we saw that when Magnolia learned about her Grandmother who only has a very small portrait compared to all the other family members), and her brother would have suffered from a major inferiority complex as the original Magnolia was probably a super rare prodigy (he doesn't take his studies seriously at all and seems to be a bit of a meathead). The final piece of the puzzle is that she would have become the fiancé to the prince due to being the correct age and the daughter of a Margrave (which is reinforced by the fact that her father is doing everything he can to keep her from meeting the prince). All of that would have twisted her personality into the monstrous villainess we normally see in depicted in these stories as the "original plot" so she can be the antagonist in the otome game for the protagonist to overcome.

The reason none of this has come to pass is that her father is either a reincarnated person like herself or that he was given a vision of the future where the trope of the scorned villainess teams up with the Demon King to destroy the world only to be beaten by the love of the protagonist and her chosen capture target so he decided to thwart fate and remove the possibility of her becoming the prince's fiancé (we saw this in an earlier chapter with a half-depicted grown Magnolia laughing while meteors or fireballs impacted a city). The reason he seems so defeated in this chapter is because he probably thinks fate has asserted it's self and put Magnolia onto the path he foresaw. After all, she had just been a lifeless doll up until a few weeks ago but now has used her treatment of herself to essentially escape his protection. The irony is that he was halfway to a proper solution in that he remained in close proximity to her but didn't raise her like he raised his son and he probably realized this when he saw how his wife was treating her in the previous chapter (indicated by him shouting at her when she raised her voice to Magnolia).

In short, he was trying to protect Magnolia from what he thought her future was going to be.

As bratty and mean as the bother is, his reaction really shows he's just a kid and doesn't understand what's going on, i feel a little bad for him (on like a human level)
From what I understand Magnolia was someone to be shunned and can do no right in his mind, he was taught through the actions of his parents that she was a third class citizen in their house, someone that's bellow even the cat.
For him it's like losing a fixture of the house something he always thought will be there, perhaps an example to be avoided.
