What if this game is all a bait and switch and Misaki is actually the protagonist, and the reason Hareta can't do anything is because he's not the "player character" and can't make decisions but everyone, Misaki included, thinks he is.

But Hareta has the unique protagonist skill of "knowing where everyone is at all times" though.

Plus they all seem locked in their roles, the heroines being in love with him and rival initially being a rival. They all know what their roles are too.

Plus we've seen the "Hareta" player holding a controller and it showing Misaki on screen in chapter one.

Would be a way too wild switch.

I believe the controller in the first chapter was metaphorical, I don't think Hareta exists outside of the game world or that there's a player controlling him. Nothing in the work alludes to it and Hareta is bound by the same rules as everyone else.
As we have seen before the world they inhabit is full of bugs, maybe Hareta was affected by a bug and this changed how he interacts with the world and gave more autonomy to everyone else.
