Hitagami is near omniscient, and used the opportunity of Zenith being trapped somewhere dangerous to try and get Roxy killed for his own reasons, giving instructions to his agent, Geese. The 'lead' on Zenith's whereabouts was bait.

Since I already dropped spoilers I'll just drop this answer here [Major spoilers, minimum LN19 maximum Redundant Reincarnation 2 (the post story)] Hitogami has been actively trying to keep Roxy and Rudeus apart, that's why his tip at Wind Port made the miss each other and he has actively tried to kill Rudeus either via Gallus, some early interactions with Ruijerd, or Hitogami likely orchestrating the meeting with Orsted at the Lower Jaw. It's all because their Child is a blessed one with foresight more than any other character she leads to hitogami's downfall

I gotta admit, Rudy had me on the first half. I really hoped things would turn out the way he imagined.
Previously I said a life for a life... but it turned out to be a 1x1.5 type of deal.
One is dead dead and the other one is mentally dead.
Still, this is a world of magic... not idea if it happens or if it's even possible, but he may be able to do something about it with some magic shenanigans. Now then, if he wants/can do it before she dies of old age, or they decide to put her out of her misery is another thing to consider. Magical Euthanasia, here we go!
Hopefully he can at least be home by the time his first child is born... but at this point, another tragedy may be in the horizon.
Welp, now I wonder what Hitogami will say next... "Told you so" for sure.

I was wondering how the manga would picture this scene since they could just keep orbiting the animation script. But holy sheet, the manga did a magnificent job with its own version of Rudy's mental state and of his reaction to the shocking twists: the juxtapose of what he was expecting to happen and all of it just crumbling down to the final mental image of his parents on the bed. Hats off to the mangaka.

The author did amazing job at maximizing the pain of family loss, packing them in single instance
The flashback of Rudy neglecting his parents' funeral, and now losing his new parents as well, all of them are painful.
I think this is why this series has been praised a lot as one of stand-out isekai that understand the value of emotion and character.
This arc is just an amazing closure of whole teleportation arc. A family got torn and when they get together, they are never the same.

Spoiler: A more simple explanation

Due to him being from another world, any descendants Rudeus leaves behind are immune to Orsted's curse (which makes nobody trust Orsted). Since Orsted is Hitagami's mortal enemy, making sure nobody can cooperate with Orsted is important for Hitagami's survival. So Rudeus' wives must go.
