If you remember back to chapter 1, Okaya and his crew were originally bullying Yuda, before Nagare stepped in and essentially took his place. This could imply that Okaya and Nagare were originally friends before the latter learned of what a psychopath the former was and distanced himself until he couldn't take it anymore and decided to stop it.
