For those who don't know or may not remember, in the anime, Cid finds some book titles as rip-offs from Earth stories, one of them has him, in Japanese, read "The Eminence in Shadows" (which sounds really weird in japanese, as he goes "Za Eminensu in-", the english title of the story, but subtitles adapted it to him reading the Japanese name instead.

So yes, the story does exist in universe, and it did appear in the anime.

The last few pages of each LN was Beta recounting the events of the novel in a book to hand out to members of shadow garden (or at least it was before it switched over to being Eta's research notes)

Ah, but that could just be internal archives or her hobby, it doesn't mean that she is publishing all that confidential information to the public. One of the things she does to that written version she does is to self-insert herself into the heroine's place, and even badmouth the other girls. It is possible that the princess, having been a fan of sorts of hers, could have noticed the references that could look like Natsume is making of her (without realizing that the entire story is about Cid).

The point I was making is that there is an official book inside the story that has been published in that world with the title English title of this franchise (or the Japanese title if you are reading the English version), and now we have the information that yes, it was Beta who wrote it, and it's the adventure of a young selfless noble who fights against the forces of evil or whatever.
