Funnily, he and Shigure are actually restraining themselves because they want to honor Nodoka's affection for him. I don't know for sure, but I think the other thing is that Shigure's the only one who's been around him as he smokes? Nodoka knows, and Nozomi found out by accident kinda recently, but yeah neither of them have actually seen him smoke.
