Wait, if the bell is old, how the heck is it made of aluminum?! Or perhaps the adults simply switched the old one for a new at some point?...

There's more than one bell. Chizu gives her bell to Teora and Mihoko refuses to take it to proclaim herself the Blessed Maiden, which is why both Chizu and Mihoko are so surprised when the Blessed Maiden is chosen during the festival, because another bell has been procured from somewhere.
Weirdly enough, not a one-shot - it's Minoru Ogawa's first serialised work. Published from March to July last year. Only one volume long, though - she's yet to write anything longer.
