Considering in one of the previous chapters he got the tar beat out of him, I doubt he's doing this himself unless he's like next-level schemer. Tzneetch would be proud if that was the case though.

Oh they would. If she was unpopular, then trying to insinuate that you're hooked up with her is is also a form of bullying. And because the love umbrella is so common, it's a nice 'sarcastic' tool to deface the desk with. Where everyone can see it and know what it means, and not on the chalkboard where it's going to get cleared off or become something a teacher can't ignore. In reality, nobody would draw their love umbrella in a public place (unless they were a super popular couple and they wanted to show off, and then it would be on the chalkboard), and nobody would draw a love umbrella for someone else.

Speaking of which, it's also very likely she's unpopular because she stopped bullying the MC. Usually a bully never does it alone. The other bullies would have been insulted and rejected her for stopping. A lot of people go along with bullying because they're afraid of becoming a target themselves if they stop and reject the group.
