For two reasons: the first is the fact that much of Japan's male population is subject to sexual desensitization (and this is at least partially due to the masochism you spoke of) and thus, effeminately, pursues anything that can make them feel something. That something is going to be something exotic--something paraphilic. The most popular choice is an old one: "lolicon"--defined as pedophilia by the same Japanese who coined the word, formed from "lolita complex".
This guy was giving you flak about your comment, as if watersports is a fetish that's as pervasive throughout worldwide mainstream entertainment media (the part dominated by Japanese animation and comics) as lolicon is. It may apply to hentai, but that is still distinct from the mainstream: it's lolicon that has no barrier to entry, as it appears everywhere--including in the mainstream. A loli is a sexualized little girl; you have one if you present such a little girl as an option for romancing (i.e., a sexual connection, even if it does not result in coitus--that is the difference between romance and platonicity) or as an object for sexual attention--like in this chapter. If you see a manga that features a girl like Caliba or Staff, you will almost certainly see a loli as well--even if it doesn't make sense for such a fetishistic character to be there. There will be one excuse or another--like the million-year-old loli in this chapter, who looks like she's just begun elementary school but is nevertheless older than the physically mature Sao. You may see a piss gag from time to time in mainstream, non-H anime/manga, but even that still has a chance of upsetting the "global audience" that publishers want; meanwhile, sexualized little girls--"lolis"--show up everywhere and anywhere, having been normalized by now.
That said, the second reason is because the normalization of pedophilia is being pushed. "Lolicon" is just a cute name that the fetishists like to hide behind, especially because of its fictional basis.
