Hope-ium: I think best course would be for Tsubomi to distance herself from Ueno, truely look inward on her past actions - reflect, and then decide. If she chooses to have Ueno in her life (as a friend or more) then she must give a Real Honest Heartfelt Apology in order for Tsubomi and Ueno to move forward. Of course Ueno has every right to reject her apology or choose to accept but not forgive and that is valid to. But without a True Apology their relationship/friendship is stagnant.
