As a thought experiment, the only thing that makes me wonder about this is, Truman Show was a closed set (albeit a massive one).

Tokyo itself is, what, 14 million-someodd people alone? Throw in the neighboring prefectures and you start clearing 40 million - casting payroll for that alone would be astronomical.
Include all the other places they've visited, and I'm not sure if Japan's total GDP would cover the costs to make it work.
