I'm actually of the opinion that chapter 21 implies that Kisaki eventually did catch feelings for Fuyuki, but you're definitely right that Fuyuki doesn't feel that way about her. Either way, anyone who still thinks they should end up together is grasping at straws.

while at the beginning, it was make clear that the relationship they have is 2 people try to support and comfort each other, but that also is the: on the surface, or that what Fuyuki expected. The whole point is Senpai care more.

And there are up an parallel showing, of Senpai is same as Fuyuki. Fuyuki should have consider told off skinskip, closeness with Eri, or the whole staying with them knowing she will keep get hurt repeatedly seeing they flirt, is exactly like Senpai with Fuyuki. Or Eri will not notice that she even hurt Fuyuki. Then we focus on Senpai face, then she ask Fuyuki to intimate, Hmm what could author could possible mean by that ???
Unlike Fuyuki , Senpai don't need get over with her old crush, she already is, thank to Fuyuki, that is the whole point of her chapter, and that is before they met and be couple. that mean she was there for Fuyuki and Fuyuki alone. The "We both have someone we love, but unable to moving on", is not about her ex crush anymore.
Author also litealry make Fuyuki is the one spell that out, that Fuyuki need senpai, but Senpai don't need her that same way, not anymore long ago. Hmm what could author could possible mean by that ???

also, Senpai unable to wish someone to be happy if she can't have them (while talking about her old love) , but when Fuyuki can, "Even if it painful, Her smile fit her the most", Senpai: "this is the first time i wish someone to be happy" , Hmm what could author could possible mean by that ???
also at the end said chapter, is the dialog "Do you like Fuyuki," "of course i do", "what i really want is Fuyuki to be happy"
get repeat once again. Hmm what could author could possible mean by that ???

Yeah, I do think that Kisaki eventually came to love Fuyuki. It's just something healthier, where she can be happy for a potential Fuyuki and Eri relationship in a way she can't be for her step-dad and mom.

But then, what does Fuyuki's "but if by chance we met again, then maybe...." mean?
Imo, it means Fuyuki did have some feelings for Kisaki deep down. It's just that her feelings for Eri were stronger and that didn't allow her to move on. But it's not like she wasn't interested in Kisaki at all. This bonus chapter suggests as much at the very least.
