It's crazy that having a hero be just a generally good person is now a subversion of expectations.

Well in modern terms they'd be border/coast guards (maybe combined with customs control). They are more of a police force (especially if we assume they also patrol the city) rather than military - dealing mostly with smuggling, entry permits, taxes, occasional rowdy civilian (or a group of these).
You don't need your best fighters for that, few barely trained guys with some steel is enough to enforce your rules (or stall long enough for backup to arrive).

The reason he won't condemn the hero for being a cheating bastard is because the author also intends for Silva to get a harem. I felt like that was weirdly glossed over.

Anyway, clearly the other reincarnator let being the hero get to his head. Doing this sort of thing might be fine when it's just a game, but if you do it to real people, you're just a psychopath.

I guess the scenario was always broken, from that point of view. In fact, could it be this other reincarnator's utter lack of charisma and care that drove Charlie into Silva's arms in the first place?
If you find yourself dealing with a capable comrade with a shitty personality and you encounter an even more capable fighter with a good personality, it only makes sense to be interested in the new guy.

Not sure if the hero is a reincarnator though. It's not clear yet. This might have been the original state of the guy.

He has the power to use the bonds he have with women. So a natural, but twisted outcome is for him to collect women for power.

So having anyone making a move on his allies. He sees it as someone taking his power, authority, and women.

I am pissed Silva isn’t getting more angry. Some overconfident asshat is throwing around the accusation that he is a Demon and he only tried to correct it once. It’s also not even about chastising the harem mentality, it’s about the hero’s stupid twisted logic and totally ignoring Charlie’s entire being. He’s like not listening to her at all. Silva should’ve been screaming at him to listen to his party member.
