I think it's Shine and Shy's mother instead? She bears the resemblance, but none the gesture and/or Shine's detachment?

Wonder if she's aware of Shine's true identity

I forgot to mention in first post, the teddy bear is wearing Stigma's outfit, further linking this "Haru" with Shine in some way.
