Im pretty sure they mean forex trading. Basically you buy other countries currencies in a gamble that itll stay higher than your countries currency or another country. For example if i think Country A will do amazing and never print money and none of the rich people will chose to sell anything and the demand for their money will go up for whatever reason (among many other factors) i can buy currency of Country A and when it goes up relative to Country B I can use it to buy the currency of Country B when i believe in the currency of Country B and so on until i eventually pull out and for my countries currency. This is gambling. Its gambling because theres so much factors that are all impossible to predict even with insider information. For example if I know for a FACT that my company is doing way better than projected I can try to insider trade and buy stock before announcement and make money however even if i run 100% of the government and completely halt printing of money + increase bond value to sell more, there are still way too much factors that I cant control/predict that will effect the price of the currency like if most of the other countries do well or if massive investors in certain sectors pull out because of a better deal with another country and so on.

I dont think my explanation for why its gambling was clear enough but theres a ton of factors because it literally involves everything going on in the country and multiplying that with every other country because currency price is relative to other currencies. Unless you see every path into the near future it is gambling. There have been people who have done this successfully by doing “low risk” trades but these are called picking pennies from a railroad (or some other variation) because the second it fails it fails hard. A famous example was the yen carry trade which you can just google because I’m too lazy to explain it but it basically caused a massive crash in savings because it was thought to be safe with low return.
