If you only focus at the number of people living in a country you'd get a world map like this (a bit dated, yes).

Well, we work with what we got and the estimate seems to be around that. Though I doubt they change the numbers as extreme as their Korean neighbours.
I think there's about a 10% difference between international estimates and state reports... Which would line up with other statistics they've lied about.
