I'm pretty sure this is an official war, and given what we seen of the setting, I'm pretty sure shooting surrendering soldiers is a war crime in there

Yeah you can tell the tech of the mainlanders is much better, they look like they have assault rifles compared to alistrians, but honestly I dont think anyone's gonna do anything abt the war crime
