That's how grooming works we can only recognize it because we know where the narrative goes. Normal on the surface but leading her to more and more questionable decisions and actions.

I don't know if "grooming" is the most accurate term (because I'm still not positive as to how much older Mashiro is) - but it's absolutely manipulative on Mashiro's part, and Fuuko clearly states that the events of this chapter leading to her meeting Mashiro, seemingly benign as they are, were the starting point for Fuuko's life getting much, much worse.

Yeah verified this with several different sources and grooming has to do with preparing them to be victimized the age is irrelevant. Even if she had been younger it would still be grooming if she was manipulating her to be comfortable in situation that would turn her into a victim.
